2007 Energy Conservation Construction Code of New York State (2007 ECCCNYS)

Intro/Brief: 

On January 1, 2008, New York implemented the 2007 Energy Conversation Construction Code of New York State (ECCCNYS), which was based on the 2003 IECC with state amendments for residential and commercial buildings. Section 801 allows for the alternative design of commercial buildings using ASHRAE Standard 90.1-2004.

Residential. Multiple compliance paths are given in Chapter 4 of the ECCCNYS 2007 (based on the 2003 IECC), and in Chapter 11 of the Residential Code of New York State (RCNYS 2007).  The plans submitted must show adherence with the requirements of one of the compliance paths. Submissions developed by a designer and based upon any of the various compliance paths found in the ECCCNYS 2007 itself may be provided to show compliance.

Commercial. (Buildings over 3 stories) Commercial buildings must be designed by Chapter 8 of the ECCCNYS 2007. Section 801 allows alternative design by ASHRAE 90.1-2004, Energy Standard for Buildings, Except for Low Rise Residential Buildings. The standard version changed to from ASHRAE 90.1-2001 to ASHRAE 90.1-2004 for projects permitted on or after April 9, 2008.

On April 1, 2010, the New York State Fire Prevention and Building Code Council voted to adopt the 2009 IECC and ASHRAE 90.1-2007 as part of the 2010 ECCCNYS. The targeted effective date is December 14, 2010.
