The Design and Construction Guidelines on the Rationalization of Energy Use for Houses (DCGREUH), is also mandatory residential code with regional implications.  The DCGREUH focuses heavily on building envelope insulation, but also includes standards on water heating, maintenence, as well as HVAC, and is completely prescriptive-based.
