Process and Costs of Developing and Enacting Building Energy Codes

 We are in the midst of developing building energy codes for American Samoa. Can anyone share with me the process and costs involved in the actual development of said energy codes for your particular insular area?
As the stimulus czar for American Samoa, I am firm in my belief that we do not have to spend hundreds of thousands of precious dollars on hiring outside consultants to re-invent the wheel. Our money will be better spent on getting model energy codes and adapting them to our specific needs. Our Territorial Energy Office has sole-sourced code development to an Eastern Seaboard outfit and thus far the code development register has been rung up to the tune of nearly $260,000! And this does not yet include actual legislation writing and enactment costs!
Please, we need lots of help. If you can provide us with your experience in this regard along with reasonable costs, it would be tremendously appreciated.
