Government Contracing and LEED

Last October, the federal government began requiring Leadership in Energy and Environmental Design certification for all new General Service Administration projects. New projects must now be built to LEED Gold certification standards. 

This is one of the reasons that DC has the most LEED certified sqft. per person.  The structures often can also earn a ranking from EPA's Energy Star.  Washington, DC was listed as having the second most Energy Star certified facilities for US cities.
