BCAP Public Comments to Iowa Department of Public Safety on 2009 IECC
These comments were submitted by BCAP on October 14, 2009 to the Iowa Department of Safety in support of the state's pending adoption of the 2009 IECC. BCAP also recommended the separate adoption of ASHRAE Standard 90.1-2007 for commerical buildings.

RE: Comments of the Building Codes Assistance Project (BCAP) in support of Iowa’s adoption of the 2009 International Energy Conservation Code (IECC)
Dear Mr. Coveyou:
The Building Codes Assistance Project supports the adoption of the 2009 IECC as the minimum statewide energy code for residential construction in Iowa, as proposed earlier this year in the notice of intended action ARC 8179B from the Iowa Department of Public Safety. BCAP also recommends the separate adoption of ASHRAE Standard 90.1-2007, a more comprehensive commercial energy efficiency standard, for non-residential construction. We believe that the 2009 IECC and Standard 90.1-2007 – without weakening amendments – should be a fundamental part of the state’s energy future.
BCAP strongly urges rulemaking to regulate the code as an effective means for the state to comply with the latest national model energy codes, as well as align it with the requirements of the American Recovery and Reinvestment Act (Recovery Act). The successful adoption and implementation of the 2009 IECC and Standard 90.1-2007 will ensure that Iowa qualifies for the full $40.5 million in allotted State Energy Program (SEP) federal stimulus funding from the U.S. Department of Energy (http://www.energy.gov/iowa.htm). Moreover, the code will benefit the state for years to come by reducing building energy consumption and pollution, increasing utility system reliability, creating a more comfortable living and working environment for Iowa’s citizens, and saving homeowners and businesses money in reduced energy bills, thereby stimulating the state economy.
Building efficiency should be a central component of Iowa’s efforts to secure a stable and prosperous energy future. BCAP welcomes the opportunity to work with the Iowa Department of Safety and the Iowa Building Codes Bureau in any way we can to support the state’s incorporation of the 2009 IECC for residential construction and Standard 90.1-2007 for non-residential construction.
