Summary: 

Building energy codes can be an effective policy for achieving significant energy savings in the U.S.  However, achieving full compliance with these codes is a complex effort requiring funding at the federal, state, and local levels.  This study estimates the total cost of those efforts based on historical spending and best practices in an effort to put some perspective on the level of support needed for this important policy.
