Policies and Programs for Increasing the Adoption of High-Efficiency Lighting in Homes in the Southwest

This report reviews the state-of-the-art in promoting CFLs and energy-efficient light fixtures in the residential sector. It covers experience nationwide as well as in the Southwest states  including labeling efforts, utility and other ratepayer-funded efficiency programs, regional initiatives, and the promotion of efficient lighting through building codes and “beyond code” homes programs. The report compliments a previous SWEEP Report on lighting technology and performance (Kinney 2005).
