"As of 2006, almost 100 percent of the population is provided with electricity supply from the national grid. However, Brunei’s electricity industry will face an increase in electricity demand as a result of various industrial projects being developed by Brunei Economic Development Board (BEDB). The industry is expected to increase the capacity of natural gas-fired electricity generation from 633 MW in 2002 to 1,036 MW in 2030.  As a result electricity generation will increase by 26 percent from 2.7 TWh in 2002 to 3.1 TWh in 2030.
The projected growth in energy demand will require the necessary investments for the development of
energy supply, transformation, transport, and downstream infrastructures at a cost of between US$ 3.3-4.4 billion by 2030 from which, half will be utilised for oil and gas production. Brunei LNG has embarked on a programme to expand its present LNG capacity of 7.2 million tonnes per year to 11.2 million tonnes per year by 2010. Brunei LNG will also refurbish existing capacity to extend its operating life to 20 years, or up to 2033."

"The oil and gas industry is one of the major contributors to GHG emissions. For the period 2002 to 2030, CO2 emissions would grow at 1.1 percent and reach a total of 10.1 Mt CO2. The main sources of emissions are process venting and flaring, fuel gas combustion (gas turbines and other prime mover exhausts), and transport. Major oil and gas producers plan to reduce the disposal of gas by continuous venting and flaring by 2003 and 2008 respectively."

Housing Development Department
The Housing Development Department of the Department of Development oversees all construction permits and codes.  This is the first step in the right direction toward building energy codes.

Based on the current status of building energy codes and policies, as well as potential for energy efficiency, BCAP recommends the following actions.  Also noted are states or countries that successfully employ the suggested action, and may be used as a model.  These suggestions are meant only to show opportunities for energy efficiency.  Please contact BCAP for more information or assistance.

Development of an Energy Efficiency Action Plan
Before developing a set of building energy codes, Brunei should consider an Energy Efficiency Plan.  This will help identify the savings potential and outline realistic goals.  Establishing a plan will also help raise public awareness of the benefits and possibilties of energy efficiency and raise support for codes.

Model Country:
Australia
The Australia National Framework for Energy Efficiency is a good example of a plan which identifies the possibilites of energy efficiency and sets realistic, attainable goals.  The plan calls for the creation and implementation of codes, standards, and programs to attain these goals, and thus activates their adoption.
