Adopt Mandatory Codes

 

Residential

Missouri is a home rule state and adoption of codes occurs at the local level.

State-owned single-family and multi-family residential buildings must comply with the latest edition of the MEC or ANSI/ASHRAE Standard 90.2-1993.

Commercial

Missouri does not have a mandatory statewide commercial energy code.

State-owned buildings must comply with the 2006 IECC.

The Missouri General Assembly does not have a set schedule for code updates. The most recent update occurred on January 26, 1996.

The promulgation of a statewide energy code must proceed through the state legislature.

Residential

Compliance for state-funded buildings is demonstrated through plan review and inspections by the Missouri Office of Administration, Division of Design and Construction. Compliance at the local level is through plan review and inspection by local building officials.

The Missouri General Assembly passed a bill that would allow the County Commission of any county to adopt a building code subject to voter approval. Two counties, Clay (Kansas City metro area) and Jefferson (St. Louis metro area), are authorized to adopt building and construction regulations without voter approval.

Green Building Policy, 2008

Program Description:
All city-owned new construction projects “of any size and intended for human occupation” must earn LEED Silver certification, further specifying that buildings earn: seven (7) points in EAc1, optimize energy performance; two (2) points in the water efficiency category; one (1) point in MRc2, Construction waste management; and one (1) point in EAc5, Measurement & verification. Buildings not intended for human occupation are required by this policy to incorporate LEED to the greatest extent practicable.

The City of Springfield Green Building Policy also requires renovations of city-owned buildings to incorporate LEED for Existing Buildings to the greatest extent practicable, calling for ENERGY STAR appliances wherever possible.
